We do not recommend staining or painting any horizontal exterior wood surface.  Our experience is that heat build up on the deck, moisture moving up through the floor and snow sitting on the floor all cause film building products to eventually peel & blister.  Stain holds up just fine on vertical surfaces but avoid if at all possible on horizontals.
